Question about how VA is calculated

I've been putting together my own code for calculating POC and VA, and I have a question about how the Calculator on this site is getting the VA. Unless I'm doing something wrong, it looks like the Calculator is not counting the number of TPOs in the POC when it gets the 68% of TPOs. If this is the case, it seems to be different than the way I've seen VA calculated in other places.

Those are the rules I am using. I was just wondering, because the only way I'm able to get the exact VAH and VAL as the calculator is if I don't count the number of TPOs in the POC.
